Brian Harris, MHA has over 25 years’ experience leading federally qualified health centers in diverse parts of the country from Oregon to North Carolina to Virginia. As CEO of small new starts and large FQHCs of budgets over $100 million, Brian understands the importance of operating an organization that addresses the needs of the underserved with the realities and vagaries of healthcare financing. Brian lived through the days before the passage in 2001 of Medicaid PPS for FQHCs where his organization was fully capitated for primary care and at financial risk for ED utilization, specialty care and imaging. Balancing the needs of complex patients with grossly inadequate reimbursement are not new realities for him, and his experience living through the lean times has given him the unique perspective to understand the paramount importance of protecting Medicaid for patients and FQHCs. He has had the difficult, yet critical, job of reporting a health center for over $25 million in Medicaid fraud, and he knows how damaging to the FQHC movement such actions have for the vulnerable patients that we serve. He has seen just how vital federal Medicaid legislation and state plan amendments are to the survival and future of FQHCs.
