DC Primary Care Association and DC Connected Care Network
Ruth Fisher Pollard is an accomplished executive leader serving as the President and CEO of the DC Primary Care Association (DCPCA). In this role, she spearheads transformative initiatives to align organizational objectives with community needs, enhancing primary healthcare services in the District of Columbia. Additionally, she serves as the Executive Director of the DC Connected Care Network (DC CCN), a clinically integrated network comprising DCPCA and seven Federally Qualified Health Centers. This network provides primary and social support services across the District.
Under Ruth's leadership, DCPCA has prioritized the advancement of value-based care models. She has advocated for the development of standard Managed Care Organization (MCO) value-based care contracts that include guidelines for quality measures and establish a clear path toward value-based payment systems.
Ruth's public health career began at the DC Department of Health, where she served as Supervisory Public Health Advisor and Assistant Chief of Program Operations. She then spent over a decade at Children's National Hospital, culminating as Executive Director of Advocacy and Community Affairs. Her leadership journey continued as Vice President and Chief Strategy Officer at Providence Hospital in Washington, DC, where she played a pivotal role in shaping strategic initiatives and leading advocacy efforts.
