Chief Business Officer
Community Care Cooperative
Aditya Mahalingam-Dhingra is a visionary healthcare leader dedicated to advancing primary care and health equity through policy and delivery system reform. Currently serving as the Chief Business Officer at Community Care Cooperative (C3), Aditya has played a pivotal role in the organization's growth from a Massachusetts-focused initiative to supporting federally qualified health centers (FQHCs) nationally. His efforts have been instrumental in enabling FQHCs to participate in value-based payment (VBP) models that prioritize quality care and improved health outcomes.
Aditya is a co-author of the September 2024 publication "Supporting Federally Qualified Health Center Participation in Value-Based Payment to Improve Quality and Achieve Savings," published by the Milbank Memorial Fund. This report highlights strategies to overcome barriers FQHCs face in participating in VBP.
Before joining C3 in 2022, Aditya was at MassHealth, Massachusetts’ Medicaid and CHIP program, where he served as Chief of Payment and Care Delivery Innovation. Over a decade, he managed accountable and managed care contracts totaling $6 billion, led a team of 60+, and spearheaded policy innovations addressing health equity. Notably, he guided the development of MassHealth’s first Accountable Care Organization program, part of a historic restructuring of Medicaid through an 1115 waiver.
