Session Description: The prospect of stable and adequate federal funding for health centers thru Section 330 relies in part on how Congress "scores" the cost of "mandatory" health center funding. In 2024, the Congressional Budget Office acknowledged that research about the effectiveness of health centers can save money in Medicaid and Medicare, which could make it easier to provide stable federal funding. In this session, Leighton Ku will discuss the research in this area and the importance of CBO's score and will discuss new research on this topic. Claire Hou of CBO will serve as a discussant, describing how CBO interprets evidence. Together, they can discuss the significance of this issue and address questions from the audience.
Learning Objectives:
Participants will understand research about the effectiveness and cost-savings attributable to health centers.
Participants will understand the role of federal budget scorekeeping roles in the budget process.
Participants will be able to help describe these issues in discussions with state or federal policy officials.
